Artist Michael Whelan has won more awards of all types than anyone else. Connie Willis leads for works of short fiction having overtaken Ursula K. Le Guin, who earlier overtook Harlan Ellison.
Robert Silverberg has the most 'nominations'--though keep in mind these figures include all rankings on the Locus and other reader polls.
John Barnes currently has the sad distinction of being nominated most without ever having won. Lisa Goldstein, who held this title for many years, won both a Sidewise Award and a Mythopoeic Award in 2012.
